All Roads

Develop the surroundings of Rome by laying tiles and placing Houses, Villas, Spas, and Monuments. Roads must connect to Rome, and players can create dead-ends for Houses, enclose areas to upgrade them into Villas, or build beside lakes to create Spas. Enclosing empty areas awards Monuments. Players place two tiles per turn and may cooperate or compete as they shape the board. When all tiles are placed, the player with the fewest structure tokens remaining wins.
