You get up to 4 actions after checking for exposure; you may also take an unlimited number of free actions during that "Do 4 actions" step, but free actions must be done during that step and cannot interrupt other actions (they simply don’t count toward your four). (pages 9–11)

Do not add the Epidemic to your hand; immediately resolve in order: Increase (move the Infection Rate marker up 1), Infect (draw the bottom Infection card and remove all Supply cubes from that city), then Intensify (shuffle the Infection discard pile and place it on top of the Infection deck); then discard the Epidemic(s) to the Player discard pile. (page 13)

For each Infection card flipped, remove 1 Supply cube from that city if available; if there are no Supply cubes place a Plague cube and advance the Incident marker, and if the city already has 3 Plague cubes an outbreak occurs that affects adjacent locations (removing supplies or placing Plague cubes), with chain-reaction outbreaks handled as described and prevented from re-outbreaking during the same resolution. (page 14)

After resolving any Epidemic draws, immediately discard cards or play Event cards until you are at your hand limit; the standard hand limit is 7 cards. (page 13)

Yes — at the start of your turn you check for exposure and if you are in a location with one or more Plague cubes you gain an exposure (then resolve scars/death rules as required). (pages 10, 16)

Yes — writing on components, applying stickers, scratching off, and tearing up/destroying components are permanent and are not reset for future games; the Legacy deck and sealed materials are also handled in a one-way, ordered fashion. (page 4)
