Players act as colonial governors on an island, developing plantations, buildings, and a port to generate victory points. Each round a governor chooses a role card (such as Trader, Builder, or Captain); that role’s action is taken by all players while the chooser gains a small bonus, and unused roles accumulate doubloon bonuses. Workers (colonists) must man plantations and buildings to produce crops, which can be sold for doubloons or shipped for points. Doubloons buy buildings that expand production and grant abilities. The game uses variable phase order via a rotating governor token and hides shipped-point tokens to keep exact scores uncertain. This edition adds fourteen additional building tiles to expand strategic options.
