Urbania: Subsidy Contracts

Each player takes a subsidy contract tile that can support either building renewal or specialist recruitment. When renewing a building, the tile counts as one worker of any color; when hiring a specialist, it counts as one coin of any color. After use, it is discarded. In the Italian politics variant, the tile has active and inactive sides, returning to its active side whenever control of a specialist is lost.
