Players lead industrial nations, balancing citizen welfare and rapid development against the pollution created by industrial growth. Through negotiations in the United Nations Council, they agree on how their countries develop and manage the effects on everyone. At the end, the country with the most industrial plants wins—if pollution and other consequences do not prevent a winner. Rules are straightforward, with no single clear strategy.
