Players draft action cards and perform positional actions, then use those cards to deploy helicopters, rescue civilians from rooftops, upgrade the carrier, and pursue secret missions across four rounds. Each round has action selection, operations, and a bidding phase for a special helicopter, so timing and resource allocation shape available options. Players score points by evacuating civilians and completing objectives while managing limited actions and carrier capabilities before Saigon falls.
