Agents of Freedom
A sourcebook for Mutants & Masterminds focused on ordinary agents facing super-powered threats in the Freedom City setting. It provides guidance for creating agent characters, suggested power levels for four campaign styles, skill and feat options, agent archetypes, weapons, gadgets, vehicles, and secret headquarters. The book details three heroic agencies—the STAR Squad, AEGIS, and UNISON—as well as the villainous SHADOW organization, with their histories, personnel, equipment, and agendas. It also includes allies, villains, and the introductory adventure “Return of SHADOW” for running super-agent campaigns or expanding superhero games.
