Grizzly Encounter CIVILIZATIONS
A city-building toolkit for Game Masters, designed to create a town, village, city, or roadside stop between adventures. It provides streamlined city-building and event mechanics, along with rules for crime and investigation, social relations, drinking contests, and light warfare. Six random event tables and nine ready-to-use encounters help populate settlements, with index-card versions of the encounters for use at the table.
