This supplement presents four super-powered villains who work for whoever can pay: a high-tech bounty hunter, a covert operative, a pilot in incomplete powered armor, and a North Korean agent equipped with alien technology. Their assignments include tracking fugitives, assassinating dignitaries, acting as hired muscle, and stealing secrets. It also introduces the Diplomatic Immunity Advantage for use in superhero games.
