A Traveller setting for Minerva, a world almost entirely covered by water and ruled by a dictator pursuing ambitious plans to build a better society. It presents the planet’s islands, massive construction programs, the search for a mysterious base in the inner system, and the Manly Trunion incident. The supplement includes adventure hooks for introducing the setting into an existing campaign, along with printer-friendly black-and-white and full-color system maps.
