Nighthawks
A street-level superhero roleplaying setting where costumed vigilantes work alongside overwhelmed law enforcement to fight crime, often under cover of darkness. Players create low-powered heroes using new Super Edges and rules for building weapons, armor, vehicles, and lairs. The setting includes King City, a contemporary metropolis, and 52 ready-to-use NPCs.
