Polkovnik Oktober

This supplement presents a Silver Age master spy and villain, built as a PL 12 character for a superhero roleplaying game. He relies on blackmail, assassination, disguises, and carefully planned intrigue rather than superpowers, appearing under different identities to advance his schemes and evade suspicion. It includes background and game statistics for using him as a recurring antagonist.
