Star Empires
This Starfinder Roleplaying Game expansion provides rules for founding colonies and expanding them into interplanetary empires. Players develop settlements from basic outposts into large cities, balancing law, corruption, industry, culture, prosperity, and public loyalty while establishing a governmental ethos and issuing edicts. Optional systems cover trade, diplomacy, and other aspects of administration, while a modular mass-combat system supports defending colonies, raising armies, and conquering rival systems. The rules can represent expansion on a single planet or across multiple star systems.
