Adds post-campaign content intended for use only after completing the base campaign. The expansion introduces new scenarios, goals, and legacy-style changes that continue the evolving city and its mechanics. Players use existing components and campaign records to resolve additional events, unlock new buildings, and track long-term consequences across sessions. The material assumes prior campaign progress and references completed achievements and choices.
