The Ministry of Winds
A strange granite obelisk stands in the city, without windows or doors and surrounded by swirling winds. Beneath it lies a hidden ministry inhabited by dangerous madmen devoted to the four winds. This urban mini-adventure places a party of four 6th-level characters inside the obelisk to uncover its secrets. It can be set in almost any city and may be connected to an existing air temple or elemental-themed campaign.
