The Return of SHADOW
A councilman in Freedom City is targeted by a professional arsonist, sending a team of investigative agents to protect him and his family. Their investigation uncovers a wider threat with consequences for the city and potentially the world. This investigative action-adventure is designed for four to six agent-level heroes in a Mutants & Masterminds campaign. It includes advice for higher-power characters and third-edition versions of eight agent archetypes, making it suitable as a standalone scenario or a change-of-pace mission in a superhero campaign.
