War on Terror: The Boardgame

Players begin as empires, settling villages across the world, claiming land, searching for oil, and building economic and political strength. They expand toward valuable resources and strategic borders while acquiring empire cards, towns, cities, and weapons. As tensions rise, empires can declare war, label rivals as evil, or launch terrorist attacks. Defeated or bankrupt empires may join together as a single terrorist faction, using new cards and funds to challenge the remaining empires. Victory comes through global dominance as an empire or by resisting the empires as terrorists.
