Build the new city upon the old, and forge ahead with progress. Renew buildings, hire specialists, and submit secret projects as you plan the city’s future. Use resource cards to develop buildings and recruit specialists, taking two actions each turn. Earn points from renewed buildings, specialists supported by your development, and projects completed at the end of the game.
