Players build cities in honor of Caesar using character and building cards. At the start of each round, each player secretly chooses a character, with roles that allow actions such as constructing buildings, drawing cards, stealing from opponents, or gaining victory points. Characters are activated in order during the construction phase. Players draw cards, harvest resources from their buildings, and construct buildings or use character abilities, paying construction costs with cards from their hands. Buildings provide victory points, military power, political influence, and sowing capabilities. Final scores include points earned during play as well as bonuses for city development, military power, and political influence.
