On each turn, players draft and allocate citizens to buildings and public works, manage resources and income, and fulfill civic obligations that affect both their colonia and the shared forum project. Actions include recruiting workers, constructing buildings, and supporting imperial decrees; timing and placement of workers drive engine-building and scoring. The game rewards efficient development and coordination with the Emperor's program, with endgame victory determined by a combination of local prosperity and contributions to the forum.
