On your turn you must choose one of the two actions: Draw 2 Troops or Place 1 Troop — you cannot do both in the same turn. Your rack holds up to 8 Troops (you may draw only 1 if the reserve or space is limited). (p3)

Yes — you may place on an empty base, a base you occupy, a base occupied by an enemy Troop with strictly lower strength, or on your opponent’s H.Q.; when placing on an occupied base you stack your Troop on top and only the top (visible) Troop occupies the base. (p4)

No — the H.Q. is not a base: you can never place a Troop on your own H.Q., though you may place on an opponent’s H.Q. to capture it. (p3, p4)

You must place a Troop on a slot that is connected to your H.Q. by a continuous path of bases you occupy; empty bases or bases occupied by enemy Troops break that connection and prevent placement beyond them. (p4)

As soon as you occupy all bases surrounding a region you immediately take all Medals in its center and place them next to your rack to keep until the end of the game, even if you later lose control; taking already-taken Medals yields nothing. (p5)

Yes — placing a Troop on an enemy H.Q. immediately wins the game; alternatively, gaining the number of Medals shown on the Terrain’s objective also immediately wins. If a player cannot draw or place a Troop the game ends and the player with more Medals wins, with the player who ended the game losing ties. (p6)
