Players compete to develop Lower Manhattan during the early skyscraper era by collecting location cards and placing Tetris-shaped building tiles on a map of the Financial District. On a turn, a player takes cards from a common display, spends 2–3 location cards to place building tiles, and constructs bronze-level structures that can later be upgraded to silver and gold tiers. Players aim to assemble larger, taller buildings on specific streets and landmarks to increase their standing and control key plots on the board.
