Players act as heads of rival nongovernmental secret agencies in post‑war Vienna, directing agents around the city streets. Agents move to buildings to control adjacent squares where whistle‑blowers gather, and players attempt to locate and seize secret dossiers on culture, administration, religion, nobility and science. Play focuses on planning agent movement, contesting control of areas, and uncovering hidden spies and their information to score points.
