Players take the roles of animal councilors who propose and vote on laws to shift candy chips and scoring conditions. On a turn, a player draws a law card, announces a proposal, and play proceeds through discussion and voting; laws can have immediate effects or create lasting rules that change how players must act or how chips score. Chips represent points but their value changes as laws alter scoring and redistribution. Play continues until a designated End card appears, and the player with the most valuable chips wins.
