Players take the roles of revolutionary leaders collaborating to overthrow an occupying imperial power while also jockeying for influence in the new order. On each turn the Crown advances and the occupiers launch attacks, while players resolve Azadi event cards that present historical dilemmas with two divergent paths of resistance tied to particular ideologues. Choosing a path opens new zones and grants resistance cards that strengthen that ideologue for the rest of the game. Actions on Azadi cards generate legacy, which players spend to build monuments and unlock persistent powers to use after freedom is won. If the group resolves the required Azadi cards and a final Foundation card before time runs out, the nation achieves independence and players then compete in an inaugural election to become its leader.
