Players take the roles of East or West Germany in a cold‑war tug‑of‑war over reconstruction, living standards, and international prestige from the Berlin Airlift through the fall of the Wall. Play proceeds through individually designed action cards; each round players use cards to develop their economy, improve citizens’ welfare, and respond to unrest while competing for influence and prestige. Events such as oil crises and mass demonstrations can disrupt plans and force rapid adaptation. Multiple strategies exist, and careful planning and timing determine whether a side stabilizes its society or faces widespread protests and decline.
