Effects are generally mandatory to evaluate, but some give you a choice (for example you may decline to tuck a card for income); if a specific effect can’t be performed (no probe to move, no card to tuck, etc.) you skip that effect but still resolve the other effects (resolve effects left-to-right as printed). Landing normally costs 3 energy (2 energy if there is an orbiter at that planet) and the orbiter may belong to any player; orbiters cannot themselves land (once on the planetary board a figure is an orbiter and may not be moved back to the Solar system). (Rulebook p11; FAQ p3)

A probe moves to orthogonally adjacent spaces (not diagonally), you may never move into or through the Sun, and if an effect gives you multiple moves you may divide them among your probes; leaving asteroid spaces costs an extra movement. (Rulebook pp8–9; FAQ p5)

The player with the most markers in the sector wins, ties are broken in favor of the player whose marker was placed later, and any excess signals you marked (beyond the slot’s capacity) still count toward winning; all players who contributed at least one marker get 1 publicity. (Rulebook p13)

Analyze Data (cost 1 energy) requires the top row of your computer to be filled, then you discard those computer data and mark a contact; placing data into your computer is a free action you may do at any time on your turn (left-to-right, resolving any space effects immediately), and your data pool can hold at most 6 data. (Rulebook p14)
