Players take on rival factions vying for influence across Victorian London, using a deck of unique cards that represent real and fictional characters and locations from the era. On a city map, players place agents and buildings by playing cards; each card lists one or more actions and may allow playing another card to chain effects. Play a card and perform some or all of its listed actions to move pieces, gain resources, or interact with other players. Each player receives a secret personality card with individualized victory conditions, so objectives differ and require balancing personal goals with blocking opponents.
