Players act as governors of early Roman cities on the Rhine, developing settlements while defending them from Germanic incursions. Actions include building farms, barracks, defenses, harbors, and markets; assigning seamen, soldiers, merchants, and farmers; trading via ships; and fulfilling decrees to gain privileges. City growth must be managed deliberately to avoid overexpansion. Scoring compares city development after four years, though impressing the empress can end the game early.
